Mission

The mission of this organization is to prevent regulators from imposing unfair laws and taxes that adversely affect home improvement contractors and all small business owners in Pennsylvania and throughout the country. We are committed to assisting our membership in understanding and complying with new regulations in the most effective way possible, while petitioning for appeals to new and existing laws. Together we can defend our right to operate in a free trade, fair practice business environment.

Vision

The business of home improvement contracting is today, as ever, one of the strongest and most indispensable sectors of the American economy, employing more residents in this state than any other industry, and maintaining demand through even the most turbulent of economic conditions. As new home construction flounders under the weight of the mortgage crisis, and other industries buckle, the need for improvements and repairs to existing homes strengthens and abides. Every time a factory closes in Pennsylvania a new contractor puts on a tool belt.

Recent legislation governing the industry now threatens to change this forever, thwarting the ability of new and existing independent contractors to work and thrive here as they have for over two centuries. Under the new Home Improvement Consumer Protection Act (PASB100), effective July 1, 2009, new regulations will soon put hundreds of local builders out of business, while endlessly and needlessly complicating the otherwise legitimate practice of those who remain with mandatory registration requirements, payment and contract restrictions, as well as the threat of criminal prosecution.

We’re here to prevent that from happening to you and your colleagues. It is the vision of this organization to prepare local contractors for the coming changes, while becoming a strong voice in local, state and even federal government on behalf of you and your business interests, large or small. By lobbying for the rights of small business owners, we hope to send a clear message to government and business leaders throughout the country that we will not be ignored, while preserving our livelihood and making a positive difference for everybody. Together we can overcome the influence of government regulation on your way of life, and come up with solutions to the issues posed by PASB100 which protect your interests, and not just those of your customers. 

If you own or represent a small business in the field of contracting home improvements, you cannot afford to live with the provisions of PASB100. If you have issues with current government legislation, taxes, nuisance fees or regulations that have a wide-reaching negative impact on your business and your community, please join our cause!   

Unlike others, we make no promises or guarantees. Our success is only as strong as our membership, so please join us now, and tell your friends and business associates that we need their support to make a difference.  

We are a Not-for-Profit Organization. The $28 annual dues serve directly to cover our operating expenses, maintain our website, pay a lobbyist to petition officials in Harrisburg, and an attorney to get you registered, get you the contract you need and keep you up and running under the new legislation. At a fraction of the rate lawyers and trade associations are charging for similar services, it’s but a small price to pay to navigate the rough waters ahead, and help seek positive changes that everyone can live with, especially if we’re successful in our efforts.

We are dedicated solely to the principle of free enterprise for hard working Americans. That means you. Like you, our officers, directors and staff are all small business owners. As volunteers, they have agreed to forgo any salary until we reach our initial goal of extending the registration deadline for PASB100. If the president of your trade association was working half as hard on your interests as his own, we wouldn’t be here!
